Case Study
The Situation
Tech start-up SB22 had a bold idea: Modernize the gaming industry by bringing new technologies to online gaming and sports betting. From SB22’s perspective, this part of the industry was being constrained from progress because the technologies and platforms developers were using were built on legacy technology, more than 15 years in some cases. As consumer demand for online gaming and sports betting accelerated, SB22 wanted to help the industry compete with other entertainment offerings by bringing best practices of software development to the industry, enabling creativity and competition to flourish. The question was, how could SB22 streamline development while also ensuring compliance as early as possible in their development?
The Challenge
SB22 approached this challenge by recruiting leading technologists from across the spectrum, many from outside of the gaming industry. Their vision was clear – develop a modern platform using the best technologies available and keep the platform modular enough to accommodate for the rapid evolution that is inherent to technology. With their vision firmly established, SB22 realized they had a new and potentially significant challenge: Modern technologies can sometimes brush up against existing regulation. Compounding that was the fact that regulation can vary from jurisdiction to jurisdiction. So then, what was the best way for SB22 to move modernization forward, stay compliant, and ensure they didn’t pursue paths that led into regulatory compliance circles?
The Action
SB22 engaged GLI for pre-compliance testing and regulatory advisory support because they recognized GLI has the knowledge and experience to help identify hurdles early in the process. GLI is the world leader in online gaming testing, certification, and regulatory advisory services because GLI’s teams of global professionals work with every jurisdiction in the world. Simply put, GLI understands gaming regulations better than any other firm globally. SB22 shared their vision, technology, and roadmap with GLI’s experts. Working closely over an extended period, GLI advised SB22 on compliance, standards, best practices, and the nuances between regulations across multiple jurisdictions. The advisory relationship grew to where GLI became an agenda item in SB22’s meetings, and constant communication between GLI and SB22 helped SB22’s developers move forward with their strategies. GLI’s pre-compliance testing and regulatory advisory support services are specifically designed to detect and address functional and compliance-related issues early in the product development lifecycle. This empowers companies like SB22 to remediate identified issues early on to best position their course for success.
The Standard
The pre-compliance process enabled SB22 to build towards the published technical standard “GLI-33: Event Wagering Systems.” The standard was produced by GLI for the industry, it’s purpose being to provide a resource for independent technical analysis and/or certifications to wagering industry stakeholders wishing to represent compliance for their event wagering operations and systems. The technical standard, which has been widely adopted by provincial, state, and tribal regulators, represents the most highly developed set of technical requirements and practices available for sports and event wagering systems. The standard is available free of charge at https://www.gaminglabs.com/gli-standards.
The Results
GLI’s pre-compliance services streamlined SB22’s design and build processes, dramatically reducing the amount of time and money that could have been spent running down pathways that ultimately could have been unacceptable to regulators. By using GLI’s pre-compliance services, SB22 avoided potential delays and costs associated with expensive retrofits after progressing too far down the development pathway.
